Administrative HistoryFrank Spaven was born in Edinburgh in 1917. After graduating from Edinburgh University he served during WWII in Greece, North Africa, Italy & Sicily and the Middle East. Post-war he was a regional planning specialist at the Scottish Development Department, advising on Highland development issues and latterly on the regional development implications of the 1963 'Beeching Report'. In this capacity - and from 1966 as Head of Planning & Research for the newly created Highlands & Islands Development Board - he successfully argued the case for the retention of rail routes north and west of Inverness. He also held the posts of Vice President of the Scottish Association for Public Transport, Director of the Scottish Rights of Way Society and Vice Chair of the Friends of the Far North Line. An elder of Crown Church in Inverness, Frank Spaven was a Member of the Church of Scotland's Church & Nation Committee.
